FILS is intended to facilitate easy recording and retrieval of information about incidents where firearms officers are deployed. It is anticipated that these will mostly be ARV deployments but the system caters equally for other incidents such as Tactical Team or VIP Protection operations.

The system is designed for use in post operation recording of firearms incidents to enable accurate management information to be gleaned from these operations. It is not intended to replace existing real time Command and Control systems.

This application includes features that have already become popular in our other specialist police software. Wherever possible data entry consists of clicking options from pick lists, as an aid to speed of entry and consistency of data. When the system is first purchased users are encouraged to start by building their lists - for example entering the names of staff, divisions, or roles within the firearms operations command structure. These then only need to be entered once, and will be easily incorporated into individual data records.

Details recorded for each incident begin with basic information such as date and time of origin, location, description of what’s happened and the division and section involved. There is provision for a local map reference (e.g. from county atlas) and full grid reference if required. The next stage of the record covers the deployment of armed officers with times of deployment and arrival etc. From these the system automatically calculates the response time and total time spent on the operation. There are separate sections to cater for ARV and other officers such as Tactical Teams or Protection Officers. The use of other specialists or agencies such as Dog Handlers, Ambulance, Marine Section, Air Support etc are catered for, as is an opportunity to record the use of baton guns. There is a section available to record the time at which authority to deploy has been sought, from whom and the decision received. Also covered is the time at which an Incident Commander has been contacted. Further records in relation to each incident are kept covering: the staff involved; the tactics used; arrests and subjects’ weapons.

There is a wide range of reporting options included to make the information gained work for the department. These allow incidents to be analysed for any chosen period. Reports include the number of incidents within each division; breakdown of the times of origin of incidents (useful when assessing shift patterns for limited ARV cover); incidents attended within target response time (again, useful when evaluating a realistic target time and to see if a particular division is frequently outside target time). There are options to record operations categorised by type (for example pre-planned, spontaneous, Cat A escorts etc). Analysis of authorities granted or refused over a given period is provided.
